Reduces the cooldown of Cloaking Screen by 15/30 seconds and Sneak by 7.5/15 seconds. In addition, activating Cloaking Screen increases movement speed by 25/50% for 6 seconds.
Patch 1.4.0 (26 Sep 2012): Now additionally reduces the cooldown of Sneak by 7.5 seconds per point. It also now reduces the cooldown of Cloaking Screen by 15 seconds per point (down from 30 seconds per point).
